I think IR is prudent (15 minutes, obviously, is an exaggeration) in the post-season because of its significance. During the regular season, I would limit it to the last 1, maybe 2, innings if the contest is close, and to OT.
Also, the networks are limited to the same number of commercials per hour, so that's not an issue.
