Yeah. The article points out that Cricket Australia doesn't do community programs very well, focusing on Abroiginal communities.

But there's probably another article on why Australian cricket is still overwhelmingly Anglo, whereas football, AFL, and even both the rugbys have massive participation from post war migrants and their descendants.
